Shinagawa City aims to make Tennozu Isle an artistic island with the concept, "An island of art, a city with heart." The manhole covers feature artworks from TENNOZ ART FESTIVAL, one of Japan's most significant mural projects. You can see murals and other exhibits, including three-dimensional pieces, all over the island during the festival. Some of them are permanently displayed for you to enjoy while looking for the manhole covers.
