The area alongside the Shakujiigawa River is known as one of the top ten sights of Itabashi. It's famous for its cherry blossom (sakura) trees that line the water on both sides. The section between Kubotabashi Bridge and Shin-nishiharabashi Bridge is illuminated at night to coincide with the blooming of the cherry trees.
The lights are LEDs made by Soraa, a company that bases its Japanese operations right in Itabashi. Their bulbs highlight the natural tone of the petals hanging above the river and its bridges. It almost feels like you can reach up and touch them!
