Taking advantage of suchenvironment, the city is making various approaches to createa‘Comfortable and peaceful town of greenery and waterside’.As a part of these efforts, the city is promoting the networkof water and greenery across the city, to create places whereresidents can meet the nature.Edogawa city was the pioneer in introducing the concept of‘Familiarity with water’ in the country, and constructedwaterside facilities full of greenery, that could bring peaceand amiability to people’s minds. Through these watersidefacilities, clean streams flowing into the rivers have beenrestored, and at the same time these facilities are popularwith the residents in various ways, as they take a walkaround or play in the water, while enjoying the beautifulscenery of four seasons in Japan.Edogawa City viewed from Tokyo BayWater and greenery epitomize nature. Contact with nature makes us feel pleasure andrelaxation. Children splashing about and chasing fish in the streams that flow throughthe city – this is a priceless treasure. Shinsui facilities are being built for the use of theentire community.Once functioned as a source ofagricultural water and water transportEdogawa City contains some 420 km ofwaterways and medium size rivers that oncefunctioned as a source of agricultural water andwater transport. Children used to enjoy scoopingfish and splashing about in the water, and thepeople’s daily living was closely entwined withthe water.Urbanization’s negative impacton the environmentThe rapid pace of urbanization around 1965transformed these waterways and mid-sizedrivers into sewage canals. A sewerage systemwas later built, ending the role of waterways andrivers as flood control and as a means of servicewater. The “Edogawa City River ImprovementsProject (Shinsui Project)” was established in1972 as a plan for the future of these waterways.First Shinsui Project completed in 1974Furukawa Shinsui park, completed as the firsthydrophilic project, reminded us about theamusingness of watersides. Nowadays, the Aisuru-kai(Association of Shinsui park lovers) formed in the city,helps with cleaning activities etc., as they are proud ofthis rich waterside environment.Environment for coexistence with aquatic organismsWe have created environments where children canenjoy the original nature by taking natural water fromrivers and using natural stones to develop masonryrevetments, for waterside creatures to inhabit in afriendly environment. Nature observation courses areheld which are fun for the children.Flow of Shinsui InitiativeShinsui Parks（5 routes, 9,610 m [100% complete]）Shinsui Parks are the facilities developed from relatively widechannels into expansive waterside spaces. Build as park-likefacilities installed with playground equipment, or healthequipment around ‘Jabu-Jabu’ ponds where children can enjoyplaying in the water.Considering the ecosystem, at the sametime, we are also engaged in creating environments wherecreatures can inhabit.Shinsui Green Paths（18 routes, 17,680 m [100% complete]）Shinsui Green Paths, created on modest scale compared to theShinsui Parks, are walkways beside the community road withroughly one-meter wide streams flowing along. Currently, 95% ofits course extended inside the city has been completed as awaterside walkway, and it has been known among locals as aplace where you can come into contact with nature in therelaxing and pleasant atmosphere.Shinkawa River connects Kyu-Edogawa River and NakagawaRiver, and it has a long history that has once been popular as‘Salt Road’ (‘Shio-no-Michi’).It has become one of the newattraction (popular spot) as developed into a place with thescenic traditional atmosphere of Edo with landscapes such as‘Shinkawa Senbonzakura’ (A Thousand Cherry Blossoms). Inaddition, the ‘Shinkawa Underground Parking Lot’ hasconstructed using the underground space of the river, as the firstattempt in Japan.Shinsui RiversShinsui Water and Greenery Network ProjectThe low grand zones located around Kyu-Nakagawa River and Shinkawa River, which are the first-class rivers, are now equipped withwater gates and locks, and relatively lowered the level of the river at the same time, as measures against inundation.They are popularplaces. among locals to enjoy activities like strolling or recreation, also considered as a familiar river without obstructing high dikes,where it brings comfort to people’s daily lives.*Shinsui Rivers (2 routes, 8,500 m) The end of the fiscal year 2018, 2 routes 8,200 m (96% complete)Kyu-Nakagawa River Shinkawa RiverClosely related to water through ages, Edogawa city has been carrying on a project whichcontributes to restore the lost nature in waterways that have finished their roles as seweragesystem has developed and to create‘ recreational areas’ where people can refresh, feelingfamiliar with water.Komatsugawa Sakaigawa Shinsui ParkLong ago, the flow of the Komatsugawa Sakaigawa River served asthe border between the villages of Higashi-Komatsugawa andNishi-Komatsugawa, and served at one time as an important sourceof agricultural water and as a waterway for cargo transport by boat.Following on the Furukawa Shinsui Park as the second of theShinsui Parks, its clear stream was revived.Ichinoe Sakaigawa Shinsui ParkThe name of this park is derived from the fact that the IchinoeSakaigawa River once ser ved as the boundar y betweenHigashi-Ichinoe and Nishi-Ichinoe. This river’s source was the MizumotoKoaidame until the Shin-Nakagawa River was cut. In hopes of creatingan environment that is as close to nature as possible, this area hasbeen prepared to serve as a habitat for organisms.Kasai Shinsui Shiki-no-Michi PathNagashima River, which once prospered as a water transportationroute connecting the Kyu-Edogawa River and the Nakagawa Riverhas been restored as ‘Road of Four Seasons’ with water, greenery,and sculptures. Because the land is flat, where theriver is deep, the water is pumped into a waterway and ultimately drains directly into a largeriver at its terminus. Where there isn’t a large river to drain into, the water is recirculatedthrough a water conduit that runs below the waterway. Thus there are two types of waterflow systems.Water from the river flows directly through the hydrophilic parks and green paths.Therefore, the water may become muddy or algae may grow during the rains, However, itis compatible to natural ecosystem.6 1118 16Water Flow System2,0001,180 4001708606005,5003,0005 routes18 routes2 routesNo.１２３４５Shinsui ParksShinsui ParkLength(m)Flow rateFlow type (m3/s)Year constructed / Figs. indicate extent of work (m)1987 1988 1989 1990 1991 1992 1993 1994 1995 1996 1997 1998 1999 2000 200１～1987 1988 1989 1990 19911992 1993 1994 1995 1996 1997 1998 1999 2000 200１2002 2003 2004 2005 2006 2007 20081993～2005 2006 2007 2008 2009 2010 2011 2012 2013 2014 2015 2016 2017 2018 2019～No. Shinsui Green PathLength(m)Flow rate(m3/s)Length(m)Flow rate(m3/s)Flow typeYear constructed / Figs. indicate extent of work (m)No. Shinsui River Flow type Year constructed / Figs. indicate extent of work (m)６７８９１０１１１２１３１４１５１６１７１８１９２０２１２２２３２４２５Shinsui Green Paths Shinsui Rivers1,2003,9305307503,2009,6100.1250.250.04̶0.04Completed length 9,610m (completion rate 100%)（FY1981 ～ 1984）（FY1972 ～ 1973）9505002,1004207509508206504205801,6005001,2902,0001,5801701,80060017,6800.020.020.040.030.040.050.07̶0.050.020.150.040.040.250.040.050.040.10Kyu-Nakagawa RiverShinkawa River̶̶5,5003,0008,500̶̶Completed length 17,680 m (completion rate 100%)Completed length 8,200m (completion rate 96%)Total project: 23 routes, 27,290m;
