Since the Meiji period (19th to 20th centuries),when the modernization of Japan started, the ample watertransformed the town into a home of papermaking, metalrefiningand dyeing, which were then replaced, as the countrymoved from post-war austerity to affluence, by toymakersand metal-processing factories, now making Katsushika anindustrial town that supports Japan’s economic growth.Katsushika’s landscape has changed a lot with time, but itscheerful shopping streets, old-fashioned public bathhouses,family-run factories and tight-knit communities remain asalive as ever.Shibamata has scenery designated as Japan’s ImportantCultural Landscape.Horikiri Shobuen, a garden of irises, still projects theatmosphere of the times when Tokyo was called Edo.Mizumoto Park, a reservoir during the Edo period (17thto 19th centuries), boasts a dynamic and beautiful riversidelandscape. The nostalgic streets and friendly locals of Katsushika willmake you forget you are in Tokyo. It is a town with many faces.Welcome to Katsushika!Welcome to Katsushika!2Welcome to Katsushika!Katsushika’s AnnualEventsPlants & Flowers: SakuraMizumoto Sakurazutsumi, etc.（p.2２)Plants & Flowers: Asaza(Floating Heart)Mizumoto Park (p. 26)Plants & Flowers: Shidare-zakura(Weeping cherry trees)Mizumoto Katori Shrine, ShibamataTaishakuten, etc（. p.22)・（p.28)Plants & Flowers: Tsutsuji (Azalea)Shibamata Park (p. 28)(Late) AugustTora-san FestivalVenue: Shibamata Taishakuten (p. 28)(Early) AprilFlower FestivalVenue: Kinegawa Yakushi (Jokoji Temple) (p.19)August 17Kawasegaki(also called Segaki-e; Buddhist service)Venue: Shibamata river area (p. 28)(Early) AprilSakura FestivalVenue: Shibamata Park (p. 28),Tateishi Sakura Street (p. 18), andKawabata Community Street (p. 18)(Late) JulyKatsushika Fireworks FestivalVenue: Katsushika City Shibamata Baseball Field(Edogawa River Area) (p. 28)(Mid) MayShibamata 100K(Marathon race certified by the Japan Amateur Athletic Federation)Venue: Shibamata riverbed, etc. (p. 28)(Mid) MayShibamata FlorisAvenue FestivalVenue: Floris Avenue (p. 28)Spring3Traditional events, flower shows, local craftsmanship demonstrations, streetfestivals —. The vestigesof houses, cultivation and clay pots inthose days have been excavated at theGotenyama-iseki site in Aoto. In the laterphase of the Kofun period, large settlementswere formed in the Shibamata, Tateishi andOkudo areas. The settlement of Shibamataeven had a Zenpo-koenfun, a keyholeshapedtumulus. People in those days choseslightly-elevated zones along rivers andthe seaside as their places for residenceand vegetable farming, while using thesurrounding lower and wetter places as ricepaddy fields.People kept living in Katsushika evenas the times changed into the Nara, Heianand medieval periods. During the Sengoku(warring states) period, the Kasai Castlewas built as a military strategic center forthe Kasai region (the current Katsushika,Edogawa, Sumida and Koto areas). In the early modern age, Katsushika, atown of many rivers and water, served as avegetable production center for Edo (currentTokyo), which was already a huge city.Katsushika was hit by water disasters, butpeople in those days knew the ways to livein harmony with the atrocities of nature.Katsushika’s Past and Today Excavation of the Kasai Castle’s Honmarutrench (Picture in the possession of KatsushikaCity Museum)Hajiki pottery jar excavated at the site ofGotenyama-iseki (Currently in the possessionof Katsushika City Museum)31Transformation into a Townof MonozukuriI n the Mei j i per iod and beyond,Katsushika became industrial. A brickfactory (current Tokyo Detention House;see p. 10.) was built in Kosuge in 1872,followed by another one in Kanamachiin 1887. A celluloid factory was foundedfor the first time in Katsushika in 1914to produce toys and daily-use articles. Apaper-making plant (current KatsushikaNiijuku Mirai Park and the KatsushikaCampus of Tokyo University of Science;see p. 26.) and other chemical plants wereconstructed in 1917. Since Katsushikahas many rivers, dyeing is also a popularindustry; the Yuzen technique making useof the ample water in the rivers has beenpassed down for generations and used fordyeing kimonos and tenugui cloths (Tokyo-Wazarashi-Sozo-Kan; see p. 18 and p. 33).Katsushika came to have more and morefactories after World War II as it sufferedrelatively less damage from air raids.During the high economic growth periodfrom 1954 to 1973, the number of factoriesin the town further increased along withJapan’s population growth. Located at the joint where aland road running from east to west metthe water traffic route on the EdogawaRiver running from north to south,Shibamata was a connector of manyregions, many people and many goods.During the Edo period, Shibamataalso thrived as a resort destination forresidents of Edo, and many more peoplebegan visiting the temple of TaishakutenDaikyo-ji as the rumor spread in Edothat praying to the Ita-honzon statue ofthe temple would bring about a miracle.Even after Edo was renamed to Tokyo,Taishakuten-Daikyo-ji continued toreceive many worshippers, and beforelong, locals started selling river fish, kusadango (rice dumplings), senbei (ricecrackers) along the streets leading to thetemple. The landscapes surrounding Shibamatawent through changes as more and morefarmlands were transformed into housesor buildings, but Shibamata has escapedsuch changes, superbly preserving theold-day streetscape and atmosphere of thetemple path.Shibamata’s scenery that had beencreated, protected and cherished bythe people living there throughoutgenerations received the designation of“National Important Cultural Landscape”on February 13, 2018.
