Suiho Tagawa, the manga (comic book) artist who created the popular comic book Norakuro, lived in Koto City from when he was young until his adolescence. His accomplishments in the Japanese manga world were great, and the Suiho Tagawa Norakurokan hall was established in the Fukagawa area which was beloved by and deeply influenced the work of this artist in order to introduce and pass down Tagawa’s achievements to future generations. The hall displays mementos, panels, draft versions of works, photographs, and other objects to introduce Tagawa's life, his connections to Fukagawa, his work, and more.
